I have had the same problem since installing Norton Anti-Virus 2005. What i noticed is that the internet worm protection was blocking the file c:\windows\system32\zonelabs\vsmon.exe. I went into internet worm options and did an exclusion for all zonelab .exe files in program files and an exclusion for c:\windows\system32\zonelabs\vsmon.exe. I have not had the true vector service shutdown since. If you use a different AV software check to see how or if it handles intrusion\worm attempts and see if you can exclude it-hope this helps.

All you are going to do is delete the contents of a file on your computer that has somehow become corrupted. Once you do that, and reboot, everything works great. Depending on which operating system you are running, the file is either at ¡°c:\windows\internet logs¡± or "c:\winnt\internet logs." Either way, it is actually very simple to do. First, you need to open up Zone Alarm and go to preferences and uncheck the "Load at Startup" box. Then restart your computer. When your computer restarts, Zone Alarm should NOT restart with it. Now you can go to My Computer and click on your C drive and find one of the two files mentioned above. Open it and then delete everything inside. (You may have one or two files that won't delete. Don't worry about it. I had one called "fwpktlog" that would not delete. Delete everything you can and don't worry about it). After you delete all of the files in that folder, then go to your Recycle Bin on your desktop, right click it and click "Empty Recycle Bin." Then restart/reboot your computer. Since Zone Alarm won't restart on its own (remember, you clicked that box in preferences) you need to manually restart Zone Alarm by going into your Programs list and then open Zone Alarm and check the "Load at Startup" box. Once you do that, everything should work fine - - EXCEPT that now you will have to re-teach Zone Alarm all of the program that you want to grant access to the internet. So now the first time you launch a browser, e-mail program or other application that requires internet access you will get one of those annoying little warning balloons from Zone Alarm in the right hand corner of your desktop asking if you want to grant permission to a particular program. However, everything else will work fine.

To repair this problem, please follow these steps. Please note that this will remove your program permission settings (so you may want to make note of them), but re-establishing them is a simple process. If any of the steps below does not apply to you, or you are unable to perform the function listed, please continue to the next step. This MUST be done with an Admin account if your Operating System supports these!
Open the ZoneAlarm program, go to the OVERVIEW -> PREFERENCES tab, and make sure the Load At Startup box is UNchecked. Close the program, then right-click on the ZA icon and select Shutdown.
REBOOT - You should now have no ZoneAlarm processes running on your system. (If you see the ZA icon still, please see NOTES below).
Open the Internet Logs directory (in 9x/ME this will be ¡°c:\windows\internet logs¡±, in NT/2000 it will be c:\winnt\internet logs, in Windows XP it could be either of these folders). If you need to keep a copy of old alerts, copy the ZAlog files to another location first - then delete ALL files in this folder.
Empty your Recycle Bin.
REBOOT
You may need to start ZoneAlarm manually. (Click Start, Programs, Zone Labs, ZoneAlarm). ZoneAlarm will start up again with a fresh database. Each program should ask for access again if the files were properly deleted.
Be sure to REcheck anything you unchecked earlier. Specifically REcheck the ¡°Load ZoneAlarm at startup¡±, so the TrueVector service loads when you computer is booted.
